Per User Installation
if an application is installed on a machine and is intended for only one user, the user to whom the application is intended can only see the shortcut to that application. All other users cannot see the shortcut and they cannot execute the application from the program file directory.
The application is installed only for a particular user.
Shortcuts are installed only to the profile of a particular user.
Applications appear in Add or Remove Programs in Control Panel only if the applications are installed.
The application might not install with elevated privileges. For more information, see "Installing Software By Using Administrator-Level Privileges" later in this paper.
Icons and transforms are stored in %USERPROFILE%\Application Data\Microsoft\Installer\{ProductCode GUID} unless they are redirected to a different location.
The per-user property does not enable a user with elevated privileges to install an application.
The per-user property successfully installs an application only if the user has sufficient privileges to install software for personal use. Some applications do not support per-user installations, and those that do, differ on the minimum amount of privileges a user needs to successfully install the application.
